Selectmen’s Board Meeting
April 16, 2015
Present:        John Allen, Chairman; Bob Thompson and Bill Lockard, Selectmen

Visitors:       Town Office Administrator Julie Atwell, Office Administrative Assistant Julie Hoyt, Police Chief Doug Jette, Bea Davis, Bob Davis

Chairman Bob Thompson called the meeting to order at 4:30 p.m.

  • Amend & approve minutes
  • Selectmen’s Meeting – April 2, 2015  There are only draft minutes at this time.  Selectman Thompson, seconded by Selectman Lockard made a motion to table this to the next regularly scheduled meeting.  The motion passed unanimously.   
  • Update on April 2nd Action Items
  • Melloon Road Stump Dump  This is on hold until Selectman Lockard can get up there.
  • Double Head Parking Lot  The Work Session for this is scheduled for April 30th.  It was noted that JXC should have some input but Chairman Thompson doesn’t see them as stake holders.  It was noted the area is included in their map maybe they should add that towing is in place.  Bill Woodason and Steve Weeder are stakeholders.  Chairman Allen noted he’s going to be at the meeting and anyone is welcome to come.   He will also ask JXC to be represented as the folks traveling their trail system might get towed.  The Work Session will be posted so folks can choose to attend.  
 
  • Thank you letters to Board resignees  These have gone out; Chairman Allen reiterated the Board loves to have folks involved in the various Boards.
 
  • Upcoming meeting dates  The next meeting will be May 7th and 28th at 4:30; then meetings will move to the second and fourth Tuesdays of each month.  June’s meetings will be the 11th and 25th.  
Later in the meeting Chairman Allen asked to have the sandbags in the river by Whitneys added to his Action Items for the next meeting.  There are more sandbags in there after the winter; something permanent needs to be done this year.  

  • Police Report  Chief Jette reported it’s business as usual; he will be representing the town at the swearing in of the new Bartlett Chief.  He would like to be able to say on behalf of the entire town, “Welcome”; he’s worked with the new chief for four years.  A new program involving the schools is being developed; it will provide after school kickball; and they are hoping to start on May 1st.  This will give the Police Department a chance to interact with kids out of uniform; they’ll be more of a mentor/coach.  Participation is open to all; kids and parents alike.  It will be on the triangle where the craft fair is held.  The Department is aiming for Friday May 1st from 3:30 – 5:30 p.m.; they’ll gauge it on the engagement of the kids.
  • Public Comment  There were none.
  • Building Inspector  Inspector Bennett has nothing to report this week.  
  • New Business
  • Transfer Station Changes  Manager Edgerly has notified the Board there will be a hike from three hundred to three twenty five per haul for recycling.  Selectman Lockard talked with Manager Edgerly about this and there’s more to be concerned about.  He indicated that the cost of hauling plastic has gone up to where it’s prohibitive; hauling plastic with paper gets better.   Selectman Lockard wants to know if the Board wants to dump plastic into the regular landfill rather than recycling it.  Selectman Thompson feels the Boards should get together with all of this Transfer Station work to implement changes.  The Station is not handling paper; maybe the time to do that is now.  Engineer Burr Phillips was asked to come up with a design for work to be done up at the Station; there were three options provided; it’s time for a meeting.  Chairman Allen will talk with Bartlett’s Board to ask what they think for a time to meet.
  • Transfer Station Solid Waste Disposal Agreement  This document needs to be signed.  The tipping fee remains the same for five years at fifty six dollars per ton.  Selectman Thompson, seconded by Selectman Lockard, made a motion to sign the contract with Androscoggin Refuge Depot of Berlin.  The motion passed unanimously.
  • Appoint Alternate Library Trustee  Selectman Thompson, seconded by Selectman Lockard, made a motion to appoint Warren Schomaker as alternate to the Library Trustees.  The motion passed unanimously.
 
  • Authorize Transfer of Funds  Selectman Thompson, seconded by Selectman Lockard, made a motion to transfer three thousand dollars into the Police Expendable Trust Fund in accordance with Article 18.  Selectman Lockard, seconded by Selectman Thompson, made a motion to withdraw three hundred ninety nine dollars and ninety five cents from the Police Expendable Trust Fund to pay the April 14, 2015 invoice for two firearms from White Mountain Fire Arms.  The motion passed unanimously.  
  • Old Business
  • Jackson-Bartlett Ambulance  Selectman Thompson wanted to follow-up on the work the Committee did.  The Ambulance would like to put out a proposal to meet the obligations of the ComStar contract.  With the Transfer Station issues just discussed under New Business; it’s time to hold a joint meeting with the Ambulance and the Transfer Station with Bartlett’s Selectmen.  The information about the ambulance has to go out so the Boards can make an informed decision.  There needs to be a formalized proposal so the Boards can understand options.
 
  • Black Mountain Manure Pile  Chairman Allen and the owner have been playing phone tag; he’s off next week and hopes to contact him then.   
  • Public Comment  Bea Davis asked if the town is going to hire another highway man if the state dumps the bridge on 16B on the town.  Road Agent Henry talked to Town Office Administrator about this.  Bob Davis noted the town paid for half of the old bridge; the state was to take over maintenance and now the state wants to give Jackson the whole thing.  Chairman Allen hadn’t heard about this; it’s being kicked around in Concord; Chairman Allen will talk to Bartlett Chairman Chandler about this.  
Bob Davis noted the entrance to High Pastures was supposed to be widened; the same on Whitney Hill Road.  The entrance grade and angle was supposed to be changed before any building permits were issued.  Black Mountain is only fifteen feet and it should be twenty two feet.  Bob has that paperwork and will get a copy to the Selectmen for them to review.  

Selectman Thompson, seconded by Selectman Lockard, made a motion to go into Non-Public Session in accordance with RSA 91-A:3, II(c) at 5:00 p.m.  

  • Non-Public Session
  • RSA 91-A:3, II(c)  Matters which, if discussed in public, would likely affect adversely the reputation of any person, other than a member of the public body itself, unless such person requests an open meeting. This exemption shall extend to any application for assistance or tax abatement or waiver of a fee, fine, or other levy, if based on inability to pay or poverty of the applicant.
